I believe this is Bhanurekha Ganesan, a.k.a. Rekha, who in the 1970s was known as “the ugly duckling of Hindi cinema” and subject to ridicule in the media because of her dark complexion and South Indian features. She went on to become one of the biggest stars of the 1980s.
